According to a report by Fox News from 2:17, on Saturday April 25, 2026, Retired Lt. Gen. Keith Kellogg advocated for a more aggressive U.S. strategy toward Iran, arguing that the current administration should capitalize on what he describes as Iranian vulnerability to force a resolution to ongoing negotiations.

Kellogg, a former national security adviser, criticized the efficacy of current diplomatic efforts, suggesting that Iran’s willingness to negotiate during a blockade indicates inherent weakness.

Central to his argument is the need to dismantle the organizational structure of Iran’s military apparatus.

Kellogg pointed to the Mosaic doctrine employed by the Revolutionary Guards, which he claims decentralizes their command structure.

“Remember what they did, the Islamic Revolutionary Guards Corps (IRGC) They created a Mosaic. There’s 31 different districts. Because of that, you don’t know who is in charge,” Kellogg explained. “You could have District 18 do things that they don’t want to have happen because they’re independently operated. I would close it out on them. Say this is the way it’s going to be. We’re going to finish you off.”

Kellogg drew parallels to the American Civil War, specifically invoking President Abraham Lincoln’s directive to General Ulysses S. Grant to conclude the conflict.

He suggested that the U.S. should adopt a similarly uncompromising stance, potentially moving beyond a blockade to seize key Iranian territory to force a change in Tehran’s behavior.
