According to a video from 01:51 posted on Fox News, on Friday July 24, 2026, Hal Kempfer said Iran publicly turned down a ceasefire proposal from President Trump, while the exact contents of that offer remain unknown.
Kempfer made the remark shortly after explaining how the proposal reached Tehran through the Iraqi Prime Minister rather than through a direct channel between Washington and Iran.
Speaking during a live segment covering the thirteenth consecutive night of U.S. strikes against Iranian military targets, Kempfer said the vagueness surrounding the proposal made it difficult to assess Iran’s decision.
He said it was unclear whether the offer included new terms or removed conditions that had been part of earlier discussions.
Kempfer said he hoped the proposal addressed reopening the Strait of Hormuz, a waterway central to global oil shipments that has been affected by the ongoing conflict, though he stressed this was speculation on his part.
He connected the uncertainty over the proposal to wider disruptions in the region, noting that both the Strait of Hormuz and the Bab el-Mandeb Strait, a separate waterway blocked by Houthi forces, have caused oil prices to rise above 100 dollars a barrel.
