According to a report by Telegraph, on Friday October 24, 2025, NATO Secretary-General Mark Rutte delivered a stark assessment of Russia’s military position on Friday, declaring that President Vladimir Putin is depleting his country’s financial reserves, military personnel, and strategic options in the prolonged Ukraine conflict.
Speaking as British Prime Minister Sir Keir Starmer convened a coalition of the willing meeting to coordinate additional support for Ukraine, Rutte painted a picture of a Russian leadership struggling to achieve its objectives despite massive investment in the war effort.
