Rivers State Governor Siminalayi Fubara has presented the 2025 budget of N1.18 trillion to a three-member factional House of Assembly on Monday, December 30, 2024, at the Government House in Port Harcourt, as reported by PUNCH.
The session excluded 27 lawmakers loyal to his predecessor, Nyesom Wike.
The Rivers State House of Assembly has been divided since October 2023, following a fallout between Fubara and Wike This split led to Fubara labeling the pro-Wike lawmakers as illegitimate and refusing to engage with them, the budget presentation mirrored a similar act in 2024
Fubara described the 2025 budget as a “Budget of Inclusive Growth and Development.”
He outlined plans to drive economic growth and improve living standards.
The budget allocates N462 billion for recurrent expenses and N678 billion for capital projects.
The governor announced allocations for key sectors including education, health, roads, and agriculture.

Victor Oko-Jumbo, the factional Speaker, praised Fubara’s achievements, including an increase in internally generated revenue, promising legislative support for the governor’s plans.
However, the opposition All Progressives Congress criticized the budget presentation Tony Okocha, the APC chairman in Rivers State, condemned Fubara for ignoring court orders and the 27 pro-Wike lawmakers.
Chibuike Ikenga, APC’s Publicity Secretary, accused the governor of undermining judicial processes and called for the state government to await the Supreme Court’s final ruling on the Assembly’s leadership crisis.
