According to Anadolu English, Wednesday 15 of October, 2025, Russia has expressed readiness to engage with a U.S.-proposed framework for addressing the Ukraine conflict. The fresh development was announced by Foreign Minister, Sergey Lavrov, who also warned against Washington’s potential delivery of Tomahawk cruise missiles to Ukraine.
In an interview published on Wednesday in Kommersant, Lavrov confirmed that President Vladimir Putin supports “the concept” introduced by U.S. Special Envoy, Steven Witkoff, during the August 15 summit in Alaska. The proposal, Lavrov said, acknowledges “an understanding of the root causes” of the conflict, particularly North Atlantic Treaty Organisation’s (NATO’s) expansion and the need to determine the fate of contested territories “based on the will of the people.”
“President Trump said he needed to consult with Washington. We are awaiting their response,” Lavrov stated.
However, he criticized recent comments from Trump about possibly supplying Ukraine with Tomahawk missiles, insisting that such statements were unrelated to the peace framework discussed.
“That is not a response to the concept discussed. None of his statements about Tomahawks have any bearing on what was discussed conceptually — indeed, both conceptually and practically — in Alaska,” Lavrov said.
According to Lavrov, some European leaders and Ukrainian President, Volodymyr Zelenskyy, are attempting to derail the progress made in Alaska by emphasizing NATO membership and increased arms shipments. He accused Kyiv of “seeking to divert the peace process.”
Lavrov revealed that Moscow has proposed enhancing diplomatic engagement through the Istanbul process by forming three specialized working groups — focused on humanitarian, military, and political issues.
“We acted in the spirit of goodwill. We are waiting for their answer,” he reiterated.
On reports that the U.S. may be supporting strikes on Russian energy infrastructure, Lavrov referenced a Financial Times article, and said that he has requested official clarification from Washington.
“It only began several days ago, when the item was published,” he said, warning that the potential deployment of Tomahawks “could lead to a serious escalation” and damage hopes for improved relations.
Lavrov described Witkoff as “a very reasonable person” who “has been able to get his bearings” on Russia. In contrast, he criticized Keith Kellogg, the U.S. special envoy for Ukraine, for promoting a so-called “freeze” that avoids formal recognition — a stance Lavrov firmly opposes.
