Retired U.S. Army Colonel Joe Buccino has identified Iran’s opaque leadership structure as a critical challenge to ongoing diplomatic efforts, cautioning that limited access to key decision-makers could impede negotiations at a sensitive moment.

Speaking on Fox News from 2:54 on Sunday, April 19, 2026, Buccino pointed to reports that Iran’s new Supreme Leader is operating from a highly secured underground location, raising concerns about the reliability and speed of communication between Tehran and international interlocutors.

He suggested that such conditions complicate the already delicate process of indirect negotiations, where messages must pass through intermediaries before reaching Iran’s top leadership. The added layer of physical and strategic isolation, he noted, could slow decision-making and prolong uncertainty.

According to him, “Going in with the idea that they must completely surrender all enriched uranium—zero enrichment while we continue all sanctions is too rigid. Both sides are going to have to soften their positions. The deep problem I think we’re going to find with Iran is that the new Supreme Leader is underground reportedly two miles underground and messages from Pakistan will have to get into Tehran and come back out before any kind of agreement can be reached.” Read_More…
