According to a report by Anadolu Agency on Tuesday, Oct. 28, 2025, Russian Foreign Minister Sergey Lavrov announced on Tuesday, Oct. 28, that Moscow is prepared to formalize its commitment not to attack any member state of NATO or the European Union as part of prospective regional security guarantees.
Speaking at the plenary session of the 3rd International Conference on Eurasian Security in Minsk, Belarus, Lavrov emphasized that Russia has consistently reiterated its lack of hostile intent toward Western nations. “We have repeatedly stated that we have never had, and do not have, any intentions to attack any NATO or EU member state. We are prepared to enshrine this position in future security guarantees for this part of Eurasia,” Lavrov said, according to reports from the event.
The Russian foreign minister, however, accused European leaders of deliberately avoiding dialogue on such proposals. He claimed that instead of pursuing balanced security arrangements, the EU and NATO countries are seeking “post-war guarantees” designed to isolate Moscow.
Lavrov also addressed developments in the Arctic, stressing that Russia views the region as an area that should remain peaceful and cooperative. He expressed concern, however, over NATO’s plans to expand its presence there, warning that such moves could destabilize one of the world’s most strategically sensitive zones. “NATO’s growing interest in militarizing the Arctic cannot but raise concerns,” he said.
He further accused the Western alliance of extending its strategic reach into the Asia-Pacific region, claiming its activities are aimed at “containing China, isolating Russia, and confronting North Korea.” Lavrov warned that these actions indicate that the West is “preparing for a new major European war,” blaming NATO for fostering confrontation instead of dialogue.
Turning to the ongoing war in Ukraine, Lavrov reiterated Moscow’s position that European NATO members are obstructing peace efforts. He alleged that most European states are pressuring the United States to abandon any attempt to reach a negotiated settlement. “We hope that U.S. President Donald Trump remains sincerely committed to resolving the Ukrainian crisis and to the principles developed at the Anchorage summit, which were based on American proposals,” Lavrov said.
Despite intermittent mediation efforts led by Washington, peace talks between Russia and Ukraine have stalled for months, with both sides accusing each other of prolonging hostilities. View, More,
