A Political Scientist, Dr. Kunle Fagbemi, has predicted that the new Defence Minister, General Christopher Musa, may encounter difficulties with the National Security Adviser (NSA), Nuhu Ribadu, in carrying out his duties.
Dr. Fagbemi identified potential conflicts within Nigeria’s security leadership structure. “The challenges he (Gen Musa) will face is that he will have a number of his colleagues and supervisory colleagues in the national security and defense management architecture that are now supposed to move into management services delivery not ready to follow the provisions of those instruments. I’ll give you a very good example. He will most likely have a problem with the incumbent National Security Adviser,” he said in an interview with Channels TV from 13:31.
The political scientist explained that the NSA’s constitutional role is strictly advisory rather than supervisory. “The National Security Adviser, to all intents and purposes, based on the provisions of the Constitution, based on the provisions of the Nigerian Security Agencies Act, and based on regulations—some of them that we know and we don’t discuss in open fora—is just to play an advisory role. Occasionally, when they’re at meetings, he plays a contrarian school of thought to help bring out the best. It is not that he has a supervisory role over a minister,” he stated.
Dr. Fagbemi however noted that potential clashes between General Musa and Ribadu could arise because the NSA has reportedly moved beyond advisory and coordinating responsibilities into policy implementation.
