He also argued that the use of missile strikes against a suspected boat, when less lethal methods of interception were available, constitutes an excessive and unlawful use of force, challenging the tactical decisions of the American military, suggesting that Colombia’s anti-narcotics operations served as a more measured model.
In his words, President Gustavo Petro said “On that boat are poor Caribbean youths. Launching missiles when they can be intercepted, as Colombia does, violates the universal legal principle of proportionality and therefore, constitutes murder. There are no narco-terrorists on the boats. Drug traffickers live in the US, Europe, and Dubai.”
