According to Times of Israel, The Trump administration is reportedly working on a plan to permanently relocate up to one million Palestinians from the Gaza Strip to Libya, according to NBC News. The report, which cites five individuals familiar with the discussions, suggests that the proposal is being taken seriously enough that US officials have already discussed it with Libyan leadership.
As part of the plan, the United States would release billions of dollars in frozen funds to Libya. These funds have been held by the US for more than a decade. In exchange, Libya would agree to accept and resettle Palestinians from Gaza on a permanent basis.
The details of how the relocation would be carried out remain unclear. A representative from Hamas, Basem Naim, told NBC News that he was not aware of any such plan. The US State Department currently warns against travel to Libya, citing risks such as crime, terrorism, civil unrest, and armed conflict.
Human rights organizations have reacted strongly to the reported plan. Human Rights Watch (HRW) condemned the idea, warning that Libya is known for “inhumane detention conditions, including torture, ill-treatment, sexual assault, and unlawful killings.” HRW described the US proposal as a “dangerous step” and said it could make Washington complicit in serious abuses against migrants.
Libya, which has faced years of instability and conflict, is considered by many international observers to be an unsafe destination for refugees and migrants. Critics argue that sending Palestinians from Gaza-a region already facing humanitarian crises-into such conditions would only worsen their plight.
As of now, there has been no official confirmation from the Trump administration regarding the plan. The United Nations has stated it will not be involved in such a relocation effort. The proposal, if implemented, would mark one of the largest population transfers in recent history and is likely to face significant international scrutiny.
